The substantial and clearly evidenced need for older persons' housing and a food store, delivered on an allocated brownfield site, outweighed the limited policy conflict and minor identified harms.
The many benefits of the scheme (housing for older people, retail competition, economic and highway benefits, green infrastructure) far outweighed the scheme's conflict with Policy GP1 and the minor harm to the setting of Grange View, such that the proposal accorded with the development plan as a whole.
