The modest benefits of two additional dwellings and reuse of a previously developed site were significantly and demonstrably outweighed by significant harm to character and appearance, harm to living conditions of neighbours, and limited harm from inadequate parking provision, such that the presumption in favour of sustainable development did not apply.
