What decided it
The Housing Delivery Test falling below 75% triggered paragraph 11(d) of the Framework, and the proposal's compliance with paragraph 155 criteria for grey belt development, combined with moderate weight given to housing delivery benefits, meant the adverse impacts did not significantly and demonstrably outweigh the benefits.
The limited adverse impact on living conditions of future occupiers was outweighed by the moderate to limited benefits of housing delivery (addressing the Council's Housing Delivery Test shortfall), sustainable location, and limited economic benefits, resulting in the presumption in favour of sustainable development applying.
