What decided it
The evidence did not establish that adequate protection from noise and disturbance from the adjacent Lancer Public House could be provided, and the absence of private amenity space would be harmful to living conditions, together amounting to substantial harm that outweighed the benefits of housing delivery.
The benefits of providing nine dwellings on a previously developed brownfield site in a town centre location, which would normally carry substantial weight under paragraph 125 of the Framework, were outweighed by the substantial harm arising from inadequate living conditions, including unmitigated noise risk and absence of private amenity space, such that the adverse effects significantly and demonstrably outweighed the benefits.
