The development would re-use a redundant building and enhance its immediate setting, bringing it within the exception in paragraph 84 of the Framework for isolated homes in the countryside, and the moderate harm from isolation and car reliance did not significantly and demonstrably outweigh the benefits when assessed against Framework policies as a whole.
The moderate harm arising from the development of an isolated dwelling with reliance on private car access did not significantly and demonstrably outweigh the modest benefits comprising a single dwelling contribution, limited social and economic benefits, and modest environmental benefit from enhancement of the building's setting.
