The proposal fails the flood risk exception test because the modest community benefit of one dwelling is insufficient to outweigh the flood risk in Flood Zone 3a, combined with harm to the character and appearance of the area through its incongruous design and poor relationship to surrounding trees.
The modest housing benefit and removal of poor-quality garages were outweighed by the harm to character and appearance and the failure to satisfy the flood risk exception test.
