What decided it

The proposal fails both the spatial strategy test (being located outside the settlement boundary in countryside where only essential uses are permitted) and the Exception Test for flood risk (lacking sufficient wider sustainability benefits to outweigh the flood risk).

The significant harm from conflict with the spatial strategy and failure of the Exception Test outweighs the limited benefits from construction of 5 dwellings and support for local services, with the presumption in favour of sustainable development not engaged due to the Council's demonstrated 5-year housing land supply.
