What decided it

The proposal failed to satisfy the Sequential Test for flood risk and conflicted with design and neighbour amenity policies, with the flood risk exception to the presumption in favour of sustainable development applying.

The Council's housing land supply shortfall would normally trigger the tilted balance under paragraph 11(d) of the Framework, but the flood risk exception applies, removing the presumption in favour of sustainable development; the conflicts with the development plan on character, living conditions and flood risk were therefore determinative.
