What decided it

Without detailed large-scale drawings demonstrating that the proposed UPVC windows would preserve the traditional appearance of the conservation area, and given that the same benefits could be achieved through timber-framed alternatives, the proposal cannot be approved as it would conflict with the statutory duty to preserve the character and appearance of the conservation area.
