The benefits of the scheme, taken together and accorded moderate weight, did not outweigh the considerable weight given to heritage harm and the flood risk harm, nor the harm to character and appearance and inappropriate spatial location, so the balance tipped against the proposal and it was found to conflict with the development plan as a whole.
