The appellant failed to provide sufficient evidence to demonstrate that the hotel use was no longer viable, contrary to the requirements of Island Plan Policy SP4, and the resulting loss of tourist accommodation would be harmful to the local economy.

The limited benefits of the scheme in boosting housing supply and providing economic and social benefits were significantly and demonstrably outweighed by the adverse effects on the local tourist economy, which makes an important contribution to the Island's economy.
