The limited benefits of two dwellings and associated social and economic benefits do not outweigh the harmful effect on the National Landscape, and the policies protecting National Landscapes provide a strong reason for refusing permission under NPPF paragraph 11(d), tipping the balance against the proposal despite the shortfall in five-year housing land supply.
