The serious harm to the character and appearance of the Hersham Village Conservation Area, which the Inspector found would amount to substantial harm in the context of paragraph 125(c) of the Framework and would not be outweighed by the moderate public benefits of the scheme.
The moderate public benefits of housing delivery on brownfield land and associated social and economic benefits did not outweigh the serious harm to the conservation area, which the Inspector attributed considerable importance and weight to in light of the statutory duty to preserve or enhance the character or appearance of the conservation area.
