What decided it

The harmful impact on the character and appearance of the conservation area, national landscape and world heritage site from the number, position and appearance of the temporary units, which would erode the open landscape character and visual remoteness of the area, outweighed the limited public benefits and could not be justified by the fallback position of permitted development rights.
