The harm to character and appearance caused by the disproportionately large footprint of the proposed dwellings compared to the established pattern of outbuildings, combined with the harm to highway safety from increased on-street parking demand, significantly and demonstrably outweighs the limited benefits of two additional dwellings even under the tilted balance.
The benefits of 2 additional dwellings, economic benefits, and sustainability measures (solar panels, green roofs, biodiversity enhancement) were given limited to moderate weight, but were significantly and demonstrably outweighed by the substantial harm to character and appearance and highway safety when assessed against the Framework policies taken as a whole.
