The harm caused to the character and appearance of the surroundings and failure to conserve and enhance the landscape and scenic beauty of the Cranborne Chase National Landscape, which attracts great weight and is not outweighed by the material considerations advanced.

The great weight given to harm to character and appearance and landscape conservation in the National Landscape was not outweighed by moderate weight for potential carbon footprint reduction (lacking clear evidence) and medium weight for limited harm to non-designated heritage assets, resulting in dismissal in accordance with the development plan.
