The limited weight attributed to the conflict with the development plan policies would not significantly and demonstrably outweigh the benefits of 5 additional homes in a suitable location which would preserve the appearance of the area and preserve the setting of the Grade II listed High House, such that the presumption in favour of sustainable development applied and permission should be granted.
