What decided it
The Council's inability to demonstrate a 5-year supply of deliverable housing sites (2.63 years) triggered the tilted balance under NPPF paragraph 11d)ii, and the significant benefits of care home accommodation for which there is established need in a sustainable location outweighed the moderate weight conflict with the development plan.
The moderate weight attributed to the conflict with the development plan would not significantly and demonstrably outweigh the benefits of care home accommodation for which there is a known need in a sustainable location, with the presumption in favour of sustainable development indicating that permission should be granted.
