What decided it
The Council's inability to demonstrate a 5-year supply of deliverable housing sites (3.8 years) triggered the tilted balance under NPPF paragraph 11d, and the substantial housing benefits significantly and demonstrably outweighed the limited harm to character, appearance and agricultural land.
The substantial benefits of providing 35 new dwellings with at least 50% affordable housing, economic benefits during construction, and support for local facilities outweighed the limited combined harm to character and appearance and loss of agricultural land, when assessed against the policies in the Framework as a whole.
