Main issues, as the Inspector framed them
- Whether or not the proposed development would preserve or enhance the character or appearance of the Great Malvern Conservation Area
- Whether or not the proposed development would preserve the setting of Cotford Hotel which is a non-designated heritage asset
- Whether or not an appropriate surface water drainage system would be provided at the appeal site
What decided it
The less than substantial harm to the Great Malvern Conservation Area caused by the cramped appearance of the proposed dwelling, combined with moderate harm to the setting of the non-designated heritage asset, clearly outweighed the moderate benefits of housing supply and self-build provision.
The moderate weight afforded to housing supply benefits, self-build provision and economic benefits was clearly outweighed by the great weight afforded to the less than substantial harm to the conservation area and moderate weight to harm to the non-designated heritage asset setting
