The proposal's failure to comply with Policy LP10 by not demonstrating that the possibility of re-using or redeveloping the land for employment or community uses had been explored through sustained marketing, combined with the modest scale of housing benefits, meant the proposal conflicted with the development plan as a whole.
The significant weight given to the provision of new housing was outweighed by the harm arising from conflict with Policy LP10 protecting employment land, and minor economic and social benefits during construction and occupation were insufficient to tip the balance in favour of the proposal.
