What decided it

The proposal would be a bulky, disproportionate addition that would overwhelm the host dwelling and be visually prominent and harmful to the streetscene, whereas the extant fallback scheme would be proportionate and subordinate.

The benefits of the proposal including economic benefits and improved living space were outweighed by the harm to character and appearance of the host dwelling and streetscene when assessed against the policies in the NPPF taken as a whole under the tilted balance.
