What decided it
The site's unsuitability for a highly vulnerable use within Flood Zone 3, without a demonstrated absence of sequentially preferable sites, was the decisive harm outweighing the personal and family benefits.
The personal circumstances of the family, the best interests of the children and Article 8/PSED considerations did not clearly outweigh the totality of harm from flood risk, character and appearance harm, and conflict with the development plan as a whole.
