The Inspector concluded that the proposal would not cause harm to the character and appearance of the area, given screening, the mixed character of the surroundings and the modest scale of additional caravans.
Even affording moderate adverse weight to intentional unauthorised development in the Green Belt, this alone would not justify refusal of a development found to accord with Green Belt policy and not to result in any other harm.
