Main issues, as the Inspector framed them
- The effect of the works on the special architectural and historic interest of 5 Stockwell a grade II listed building and whether or not the proposal would preserve or enhance the character and appearance of the Colchester Conservation Area
What decided it
The proposed door would not replicate the exact proportions of the existing door, creating an obtrusive feature that would harm the significance of the listed building and conservation area, and the limited public benefits could not outweigh this harm.
