What decided it
The inadequate evidence to dispel reasonable scientific doubt that the development would not adversely affect the integrity of the SAC, combined with the outstanding objection from Natural England as the Statutory Nature Conservation Body, made the potential harm to biodiversity a very significant consideration that outweighed the housing supply benefits.
The significant weight given to housing provision in an accessible location and the benefits of addressing housing land supply shortfall (2.79 years) were insufficient to outweigh the very significant consideration of potential harm to the SAC's integrity and the conflicts with the development plan, particularly given the duties under the Habitats Regulations
