What decided it

The unit's internal floorspace of 46.6 square metres falls significantly short of the 58 square metres required by Policy D6 for a 2-storey 1-bedroom dwelling, and this conflict with the development plan is not outweighed by the limited benefits of providing a single additional dwelling in the context of the paragraph 11(d) balance.

The harm resulting from the proposal's conflict with the development plan significantly and demonstrably outweighs the benefits of providing an additional dwelling in an area with defined housing need, when assessed against the policies in the Framework taken as a whole.
