Main issues, as the Inspector framed them

  • the effect of the proposed side dormer and the raising of the crown roof on the character and appearance of the surrounding area, including the Parkhill and Upper Park Conservation Area
  • whether the proposal makes adequate provision for car-free housing

What decided it

The harm to the character and appearance of the conservation area caused by the visible side dormer and crown roof raising, combined with the failure to secure car-free housing provision through a completed legal agreement, outweighed the modest public benefits of the development.
