The Council's inability to demonstrate a five-year housing land supply, combined with the substantial benefits of delivering ten dwellings and a significant affordable housing contribution, outweighed the moderate harm from locating development outside the settlement boundary in an otherwise accessible location.
The substantial weight given to housing delivery and significant weight to economic and community benefits outweighed the moderate negative weight ascribed to locational harm contrary to the development plan, such that the adverse impacts of granting permission would not significantly and demonstrably outweigh the benefits.
