What decided it

The incongruous appearance of the tile effect metal roofing sheets, with their shiny gloss quality and continuous standing ridges, causes less than substantial but considerable harm to the significance of Cream Cottage and the Claybrooke Parva Conservation Area that is not outweighed by any public benefits or justification offered by the appellant.
