The likely significant effect on the integrity of the Arun Valley SAC, SPA and Ramsar site in relation to water neutrality, which under NPPF paragraph 193(a) alone was sufficient to warrant refusal.
The substantial harms to character and appearance, ecology/biodiversity/hydrology and the integrity of the SAC/SPA/Ramsar site, together with moderate weight against intentional unauthorised development, outweighed the significant weight given to unmet gypsy and traveller need and lack of alternative sites, and the substantial weight given to the children's best interests and personal circumstances.
