The acute shortage of housing and affordable housing in the plan area, combined with the Council's inability to demonstrate a five-year housing land supply, justified granting permission despite the conflict with LDF Policy CP4, applying the tilted balance under Paragraph 11d of the Framework.
The adverse impacts of granting planning permission (conflict with LDF Policy CP4 on affordable housing contributions) did not significantly and demonstrably outweigh the benefits of providing one new dwelling towards the housing shortfall and the economic and social benefits of the development, particularly given the acute nature of the affordable housing shortfall and the Council's housing land supply position.
