What decided it

The window balustrades failed to preserve the character and appearance of the conservation area due to their imposing design and prominent position, which was materially at odds with the simpler fenestration details of surrounding dwellinghouses, whereas the render could be made acceptable through conditions controlling colour and requiring reinstatement of stone cills and lintels.
