The major adverse effect on the living conditions of occupiers of neighbouring properties, particularly through loss of daylight and sunlight, combined with the failure to secure affordable housing contributions and the over-developed, poor quality design, outweighed the housing supply benefits despite the tilted balance applying.
The substantial shortfall in five-year housing land supply and the provision of much-needed two-bedroom dwellings in an accessible location weighed heavily in favour, but this was outweighed by the major adverse effects on neighbouring living conditions, the failure to meet affordable housing policy requirements, and the over-developed, poor quality design that conflicted with development plan policies and the Framework.
