What decided it

The proposal would result in increased water abstraction from the public supply, which cannot be demonstrated to achieve water neutrality and would adversely affect the integrity of the Arun Valley SAC/SPA/Ramsar sites, conflicting with Policy 31 and the Conservation of Habitats and Species Regulations 2017.
