The proposal's failure to meet the London Plan's minimum floor-to-ceiling height requirement of 2.5m, combined with significant harm to the privacy and outlook of neighbouring residents' gardens, meant the adverse impacts significantly and demonstrably outweighed the moderate benefits of housing delivery.
