What decided it

The demonstrable and compelling need for registered care accommodation was found to outweigh the identified harm to protected open space and character and appearance, and this benefit was not significantly and demonstrably outweighed by adverse impacts under the tilted balance.

The substantial benefits of meeting critical care accommodation need and contributing the equivalent of 42 dwellings to the housing shortfall, together with moderate employment benefits, were not significantly and demonstrably outweighed by the moderate harm to character and appearance and loss of open space, so the presumption in favour of sustainable development applied.
