What decided it

The net loss of one residential unit cannot be justified by the claimed benefits, as the provision of a 3-bedroom flat does not meet a greater housing need than the existing 1-bedroom flat it would replace, and the removal of the substandard studio flat is not a sufficient benefit given that it remains viable and occupied.

The harm of a net reduction in housing in a borough without a five-year housing supply outweighs the claimed benefits of providing a larger unit, removing a substandard flat, and enabling the appellant's family to remain in the area
