What decided it

The combination of significant harm to character and appearance and unmitigated harm to biodiversity, with insufficient evidence to determine that biodiversity harm could be avoided or adequately mitigated, outweighed the moderate benefits of housing delivery in a context of housing land supply shortfall.

The moderate benefits of delivering seven dwellings and contributing to housing supply were significantly and demonstrably outweighed by the significant harm to character and appearance and the unresolved harm to biodiversity, such that the presumption in favour of sustainable development did not apply.
