What decided it

The proposal's excessive height, bulk, mass and contemporary design would result in an overly prominent and incongruous dwelling that harms character and appearance and creates unacceptable overbearing impacts on neighbouring living conditions, contrary to development plan policies and NPPF paragraph 135.
