The importance of good design and the creation of high quality places as a fundamental aim of planning overwhelmed the provision of two extra windfall housing units in this particular case.

The adverse impacts of the proposal in terms of harm to character and appearance significantly and demonstrably outweighed the benefits of housing delivery and windfall site development when assessed against the policies in the Framework taken as a whole, such that the presumption in favour of sustainable development did not apply.
