What decided it

The proposal would intrude upon land subject to a Safeguarding Direction required for an infrastructure project of national importance, a harm which cannot be outweighed by the delivery of three dwellings.

Although the Council's deficiency of housing land supply tilted the planning balance in favour of the proposal, the harm from encroachment on nationally important rail infrastructure could not be outweighed by the benefit of delivering three dwellings.
