What decided it

The wholly flat roof with projecting eaves creates an incongruous roof form that is at odds with the prevailing mono-pitched roof characteristics of the terrace, resulting in unacceptable harm to character and appearance contrary to Policy D3 of the London Plan and Policies SP1 and SP3 of the Local Plan.
