The proposal's cumulative conflicts with the development plan—particularly the spatial strategy, housing mix, affordable housing integration, flood risk management, and biodiversity net gain requirements—were not outweighed by the housing benefits and accessibility, notwithstanding the Council's demonstrated five-year housing land supply.
The substantial weight given to housing delivery and the moderate weight given to economic and social benefits were insufficient to outweigh the conflicts with the development plan taken as a whole.
