What decided it

The proposal's conflict with paragraph 189 of the Framework regarding the conservation and enhancement of the High Weald National Landscape provided a strong reason for refusal that outweighed the housing supply shortfall.

Although the Council lacks a five-year housing land supply and the presumption in favour of sustainable development applies, the Framework's policies protecting National Landscapes as areas of particular importance provide a strong reason for refusing the development, and no material considerations outweigh the conflict with the development plan.
