What decided it
The proposal would locate isolated residential development in an unsustainable location where residents would be heavily reliant on private vehicles, conflicting with Framework paragraph 84 and local plan policies, and this conflict significantly and demonstrably outweighs the housing supply benefit even under the tilted balance.
The housing land supply shortfall (4.17 years) and modest contribution of 6 dwellings, together with visual improvement from removal of scrap cars, were outweighed by the unsustainable location requiring private vehicle reliance and the unjustified loss of employment land; the adverse effects significantly and demonstrably outweighed the benefits.
