The harm to character and appearance caused by the scale, bulk, height and width of the proposed dwelling, combined with the discordant full-height glazed entrance gable, outweighed the limited benefits and the Council's inability to demonstrate a five-year housing land supply, as the proposal would not result in a net gain of housing units.
