The updated Strategic Flood Risk Assessment confirming no flood risk on the site removed the Council's sole reason for refusal, and the significant shortfall in housing land supply (2.1 years against 5 required) tilted the balance in favour of allowing the development.

The benefits of additional housing delivery (7 dwellings above extant permissions) and affordable housing provision, in the context of a significant shortfall in housing land supply (2.1 years), outweighed the less-than-substantial harm to the heritage setting of the adjacent conservation area, which can be mitigated through reserved matters approval.
