What decided it
The substantial bulk and mass of the proposed dwelling, sited close to the boundary and extending deep into the neighbouring bungalow's rear garden, would cause unacceptable harm to the living conditions of the neighbours that significantly and demonstrably outweighs the benefit of one additional house.
The social and economic benefits of delivering one additional house and contributing to the housing shortfall were outweighed by the significant harm to the amenity of neighbouring occupiers through overbearing bulk and mass, assessed against the NPPF policies on good design, character, setting and high standards of amenity.
