The proposed additional storey would have a significantly harmful effect on the external appearance of the building by creating a visually incongruous and dominant addition that would disrupt the cohesive character of the 2-storey terrace group, contrary to NPPF Paragraph 135.
The benefits arising from the proposal in meeting the appellant's need for additional living accommodation and making more efficient use of the property's footprint would not be sufficient to outweigh the significant visual harm identified.
